0396071 Starter Pawl and Spring Washer Kit. Three Pawls and One Spring Washer as shown in the photo.

This kit is used on all 40 HP Commercial outboards when starter housing requiers service.  On CT and earlier models, it provides second spring washer designed to used along with the original to increase tension on the three pawls.  More tension reduces pawl wear.  CR and later models have second spring added during production and this kit should be used as replacement during service.
